Why does MATLAB say I need a one-time passcode for an older version of MATLAB when I'm on the latest version?

When I try to activate MATLAB R2022b or newer, it says I need a one-time passcode since I'm on an older version of MATLAB. I generate a passcode, input it, and then it asks me for a code again with no error message. How do I fix this?

This can be fixed by generating a license file manually from mathworks.com's License Center. See the link below to activate MATLAB manually.
