This error indicates that MATLAB has encountered a licensing issue. Follow the steps below to resolve this error:

1. End MathWorks Service Host processes and/or uninstall and reinstall the MathWorks Service Host

Follow the directions from the link below to end the service host process. If this does not work, then uninstall and reinstall the MathWorks Service Host from the same link below.
How do I uninstall and reinstall the MathWorks Service Host?

2. Disable antivirus, security software, VPNs, or proxy servers

If you have any antivirus, security software, VPNs, or proxy servers, please try temporarily disabling them or adding an exception for the MathWorks Service Host to be unblocked. The executable's full path for each Operating System can be found below. You will need to replace the version number with the version you have installed, as well as the username with your computer's username.
Windows
C:\Users\%username%\AppData\Local\MathWorks\ServiceHost\(VersionNumber)\bin\win64\MathWorksServiceHost.exe
macOS
~/Library/Application Support/MathWorks/ServiceHost/(VersionNumber)/MathWorksServiceHost.app
Linux
~/.MathWorks/ServiceHost/$HOSTNAME/(VersionNumber)/bin/glnxa64/MathWorksServiceHost

3. (Windows Only) Finish updates

If you have only partially or failed to install a recent Windows update, please complete, reattempt, or remove the unfinished update.

4. Contact Support

If these steps do not resolve your issue, please find your Service Host log files, contact MathWorks Support, and send the log files to us. If you do not know where those files might be, please view the link below:
