Is MATLAB permanant or renewal when I purchased the MATLAB standard version ?

For questions on your license, you should contact support: www.mathworks.com/support/contact_us/ . Having said that, you can use the version of MATLAB you bought permanently.

MATLAB Standard licenses are typically purchased in indefinite form, but it is possible to also instead license them for terms. Term licenses are usually networked licenses, but not always.
If you look at your license details by visiting https://www.mathworks.com/mwaccount/?s_tid=gn_myac and clicking on the license, you will see a field that is either "Term: Annual" or "Term: Perpetual" (and there might be other possibilities that I have not happened to encounter)
