The download URL for Keysight IO Libraries might have changed.
You can download the Keysight IO Libraries setup program directly from https://www.keysight.com/main/software.jspx?cc=US&lc=eng&id=2175637&pageMode=PV
Install the following Keysight IO Libraries version:
MATLAB ReleaseKeysight IO Libraries versionR2015b-R2017b17.1.20011.4R2018a-R2019a18.0.22209.2R2019b18.1.23218
