Why do we forecast solar and wind data in optimisation problems ?
What is its necessity ?

Why not? Solar wind is important, and there is a lot of a available data for it.
Or if you were talking about solar data independently of wind data, then solar data is important for forecasting the potential energy production of solar cells, and wind data is important for forecasting the potential energy production of wind turbines.

i am talking about solar and wind seperately .PV plant and wind power plant.What is the need of forecasting them while doing economic analysis?Or do we do forecasting everytime for economic analysis?

Are your power sources constant output independent of sun and wind, and with no external waste gasses, such as nuclear? Do they emit external waste gasses such as coal that might need to be throttled depending on the direction of the wind? Are you using hydroelectricity, which depends upon the available water sources, which depends on the weather and climate? Are you using solar power? Are you using wind turbines?
