IEEE abbreviation processing based on the style manual for a BibTex .bib file for use with LaTex.

IEEE_abbrv(mybib) formats a NEW BibTex bibliography file for use in LaTex to abbreviate entries for journal, booktitle, publisher, school, and department. Care must be taken to review the entries for the newly generated .bib file as compound words can be abbreviated unexpectedly. It is suggested that you maintain the unabbreviated .bib file and then generate an abbreviated version just before use to avoid maintaining two .bib files. For use with IEEEtran.bst, IEEEabrv.bib, and rpi_IEEE.bst. IEEE has specific abbreviations for IEEE journals, so use \bibliography{IEEEabrv , mybib} to allow those substitutions first. Abbreviations base on IEEE EDITORIAL STYLE MANUAL V9 7-22-2016. This works with .bib files that use curly braces ie. journal={This Journal},
