Tangent Circle Centres

Giving two points and a ratio, the function will output the two possible centres of the tangent circles.

Giving two points and a ratio, the function will output the two possible centres of the tangent circles. So far it's working for all tested combination os points, with a good resolution (small values).
Example:
P1 = [11,10];
P1 = [13,17];
Ratio = 30
plotB = 1
[C1,C2] = TanCircCenters(P1,P2,Ratio,plotB)
Output:
C1 = 9.6559 46.8130
C2 = 21.3371 -11.8183
