I've just written some matlab code and I want to upload it to 'File Exchange'.The problem is that I didn't buy Matlab. The code is written on the computer of my university. Is it OK for me to upload to 'File Exchange'?

There might be some automated tests to determine whether it is in fact MATLAB code or a Simulink model. However, no-one will verify that your code does what it says it does. Eventually someone or other will post comments if the code is broken.
My understanding is that sometimes the notification that your file has gone up does not get sent.

Yes, as long as you have the rights to distribute the code under the appropriate Open Source license. (If you were paid for producing the code or had to sign any agreements in order to get the information you used for producing the code, then you might not have that right.)
