Non-MATLAB alternatives to Axes

Does anyone know of any non-MATLAB GUI toolkits that can emulate the behavior of the Axes object in MATLAB? The Axes was specifically designed for precise viewing of scientific data. My interest is restricted to displaying images and being able to select points with sub-pixel accuracy like you can do with MATLAB's Axes.
Qt? WPF? Swing? I know all of these have image viewers, but can they emulate the precision of Axes?
