How can I write the following Algorithm in MATLAB code ?
Algorithm Multiple Request Based Association - MRAM
Procedure DEFINITIONS
PRi ← ithPriority Request
Nθ ← Set of neighboring cells
MU ← Mobile User
SINRβi ← SINR of nearby SBS βi f ← File requested by the MU
1: Initialization:
2: if SINRβi < θ then
3: return false
4: else
5: Nθ ← βi
6: loop:
7: if Nθ! = 0 then
8: Send ith priority request to βi
9: i ← i + 1.
10: goto loop.
11: Choose best candidate from the set Nθ with ACK
12: if file f provided by SBS
13: close
14: Otherwise:
15: Request file f from MBS
16: end

This sounds like a homework assignment. If it is, show us the code you've written to try to solve the problem and ask a specific question about where you're having difficulty and we may be able to provide some guidance.
If you aren't sure where to start because you're not familiar with how to write MATLAB code, I suggest you start with the free MATLAB Onramp tutorial (https://www.mathworks.com/support/learn-with-matlab-tutorials.html) to quickly learn the essentials of MATLAB.
If you aren't sure where to start because you're not familiar with the mathematics you'll need to solve the problem, I recommend asking your professor and/or teaching assistant for help.
