how can i segment an image into 3,or 4 or...parts,like when you segment a paper by horizontal lines,then for each part i want to use different thresholding and watershed segmentation factor?

hello,can i first segment my image into 3 or 4 parts,like when you segment a papaer into 4 parts by horizontal lines,then for each part i want to use different watershed segmentation and thresholding factor,is it possible?thank you
