how to determine error of template matching ?

template matching is process where system compare between two images, and using cross correlation we could determine the correlation between those two images. but how to determine the accuracy of that correlation ? how to determine that value of correlation is 100% correct ? is this error is determined by the value of correlation ? can i use SNR or whatever to determine the accuracy. anyone can help me ?
