while installing the MATLAB Software 2018b in windows machine getting Error sun security validator Exception ?

You can reach out to Mathworks support for help during installation (unless you have a university/school/company IT team, in which case you should ask them first).
I personally don't recognize this error message.
Is there a particular reason you're trying to install a release from 7 years ago?

This error appears to be a SSL security certificate issue. There can be multiple possbilities of the occurance of this error. You can try different approaches to see if any of the following works.
  • Ensure that Mathworks domains are whitelisted within the network including services.mathworks.com and login.mathworks.com so that no extra certificates are added.
  • Installing latest version of JRE and JDK is recommended since the new versions usually come with the updated set of the trusted certificates.
  • You can also try installing MATLAB on a different network preferably a home network or a public network.
In case none of this works you can try out offline installation. It would probably solve the issue since there is no need to connect to the network. Note that an offline installation will require your License Administrator to provide you with the offline files.
