how do I increase the size of menubar fonts?

Running Ubuntu on a dell 3800 with 3840x2160 screen. I can change the command window and editor font, etc, but I don't know how to change the menubar, tabs (Home, plots, apps), etc.

I'm having the same problem running on a Dell P2715Q monitor.
