Why are the max error of PID close loop system same to the step input?

The maximum input is same as the input step value... y? cant be determine the error in other form.. what about absolute tracking error approach?? what type of implementation does it required?

this is the error from a close loop system with step input of 1 and the max error is 1. why max as 1? even after iteration update still same. help please..
