The case is insufficiently defined to say whether stairs will work or not. The question does not specify whether the signaling protocol is "hold last value" or "return to zero" or "return to ground", and in the return-to-something cases we need to know the bit width, not just the transmission interval.

In the simplest interpretation of the question, stairs([X X(end)]) is sufficient.
