Is any direct syntax in matlab for using "Matheiu function for both radial and angular"?

No, that is not part of MATLAB.
There is a File Exchange contribution for the purpose, which was pointed out to you in your previous question on this topic.

Visit the page http://www.mathworks.com/matlabcentral/fileexchange/27100-mathieu-classic-functions-with-positive-parameter-v1-0 . On the upper right side, click to Download the ZIP. Unzip the file into a convenient directory that is not underneath the MATLAB installation directory. Then use MATLAB's pathtool command to add that directory to the MATLAB path. After that your code can call upon functions such as mathieuq (for the angular function) or call upon the radial function that is appropriate for your work such as mmathieu4 (radial Mathieu functions of the fourth kind)
