Telecommunication system - Simulink

Plot a model of telecommunication system in MATLAB Simulink with impulse response h(t)=0.5*delta*(t-3). What is an amplification of that system? Plot a transfer function of this system (amplitude and phase characteristics).
Could someone give hint codes and simulink diagram?
