Will there be a near future release that includes this feature throughout MATLAB? Right now its available for the live editor.
Live Editor: Automatically match delimiters and wrap comments while editing code
MATLAB autocompletes parentheses and quotes when entering code in the Live Editor. For example, if you type r = rand(, MATLAB automatically adds the closing parentheses to the statement (r = rand()). The Live Editor also autocompletes any comments, character vectors, and strings that are split across two lines.

No.

I see no evidence that Mathworks will be making any feature changes to the regular editor, other than in the sense of continuing to work on the code analyzer and autofixes. Otherwise all of the editor development appears to be going into the live editor. Thus I do not expect the bracket insertion and other features you mention to ever be put into the regular editor. I would instead suspect that the live editor is intended to replace the regular editor in time.
Likewise do not expect any new features in GUIDE: the work is going into App Designer which is likely to replace GUIDE.

That's quite interesting because, the live_script right now seems a bit overloaded and laggy compared to the actual traditional editor.
