Detection of characters-problem

I am trying to read all the characters in the license plate and then match it with the templates I have in a seperate folder which consists of all the alphabets and letters.I display the output in a seperate text file.But,I don't get all the characters in the plate.Instead,I get only the number "7" on the text file.Please help me in rectifying my mistake.Please.I need to detect all the characters in the plate.Please help me in rectifying my code.I attached my code and the input image below.
