Hi,
Check if there is mwlibmwsimulink_builtinimpl.dll in the directory shown in the error message.
Then, check if there is file "msvcr120.dll" in the directory "...\MATLAB\R2019a\bin\win64\".
If either file is missing, please reach Tech Support for the file in the same MATLAB version.
If you already have these two files, try re-installing.

I have a similar error when I try to launch a Simulink Project, should i reinstall MATLAB again? Thanks.

My anti-virus software will delete an another dll file in the bin folder. it will cause the same error problem report but the mwlibmwsimulink_builtinimpl.dll is OK. Unfortunately, I didn't record the name of this dll file...
So, please retrieve the deleted dll file in the antivirus software and add it in the white list. It really works for me without reinstallation when I got the same problem.
Kind Regards

By the way, Only reinstalling the simulink module will not work for this error if it caused by this reason.
