If you have a Standard (commercial / professional) license then you can sell any .m you write, provided you are not competing with Mathworks.
If you have a Student or Home license then you can never sell anything developed with the license.
If you have an Academic license, it is not typically possible to sell .m developed with the license, but there are potentially exceptions involving internal "cost center recovery" situations.

Is your goal to sell to the public, or is your goal to sell to Mathworks?

Who do you want to sell it to? Are you planning to sell individual copies, or are you hoping to sell the code to Mathworks for them to incorporate into Mathworks?

I do not know if Mathworks buys code; possibly they do. I would suggest talking to the people at the partnership program, https://www.mathworks.com/products/connections/join/prod_join.html
