If your current license has Software Maintenance Service (SMS), then the easiest way to add Simscape Electrical is to use the Add-On Browser, and search for Simscape Electical. When the entry is brought up, there might be the option to Install the product, if you already have a license for it. If you do not already have a license for it but your MATLAB release is quite recent (roughly within the last year) then instead of there being an Install option, there might be an option to purchase Simscape Electrical.
If you have SMS but you are not using a recent enough version of MATLAB, then you might need to temporarily switch to the newest version of MATLAB, make the purchase there, and then go back to the earlier version and use toolstrip Help -> Licensing -> Update licenses .
If you do not have an active SMS, and your license is not quite recent, then you might need to back-pay SMS to get the most recent version of MATLAB, make the purchase against that version, and then go back to the earlier version and Update licenses.
If you are using a Student or Home version and you do not have SMS, then unfortunately it is no longer possible to purchase SMS, and you will need to purchase a new one-year MATLAB license. Due to a license policy change that came in effect January 1, 2026, Student and Home versions are now only sold as annual licenses.

The SPICE you mentioned are under the Additional Components. In the release notes under the R2019a->Simscape Electrical->Library Restructure you can see that Additional Components have been introduced in MATLAB version R2019a. Hence you can install the mentioned components in the MATLAB versions R2019a & later.
