sorting the matrix lexicographically using the radix sort.

i want to sort the above matrix using radix sort lexicographically. can anyone help me?

Please post, what you have tried so far. Does "lexicographically" has any meaning here? Why is radix-sorting important, when Matlab offers a quicksort already? The only idea I have is, that this is a homework. And then posting solutions would be a bad idea.
