How can we find anisotropic 2*2 tensor in an image?

i am trying to implement "Robust Web Image/Video Super-Resolution" ieee 2010 paper in matlab ,i am struck at finding anisotropic 2*2 tensor, which gives the exact smoothing geometry performed by the PDE.anisotropic 2*2 tensor concept is taken from "Vector-valued image regularization with PDEs" paper. does anyone have idea of finding anisotropic 2*2 tensor for an image. Please help please............
