I have following cell matrix X(1x4):
[] [] [1,2,3;1,3,4] [1,2,3,4;1,3,4,2]

Then as Azzi says, just extract them in a for loop
X = {[] [] [1,2,3;1,3,4] [1,2,3,4;1,3,4,2]};
for ii = 1:4
size(X{ii}) % do whatever you want here
end

X = {[] [] [1,2,3;1,3,4] [1,2,3,4;1,3,4,2]};
[A,B,C,D] = deal(X{:});
Note that A and B are empty as expected.

Then just use
X{1}
X{2}
X{3}
X{4}
