Error installing with FIK and downloaded installer

I have:
When I run the installer, providing the FIK and license file, I get:

(Mar 26, 2021 16:19:18) Archive search complete. 2 total files found.
(Mar 26, 2021 16:19:18) Finished reading from [redacted]/matlab-tmp/archives
(Mar 26, 2021 16:19:18) Completed local product/component search
(Mar 26, 2021 16:19:18) Missing Installation Files: Unable to locate the required files.
To use a File Installation Key, you must run the installer from a directory that contains the installation files.
I think the FIK is valid as if I change it I get a a sensible 'FIK is not valid' type of error.
What am I missing? can a FIK not be used to install with the installer?

Found the answer, the link does sort of say this but lacks specificity.
If you want to install using a FIK, it is always an 'offline' installation and you must have either:
Downloaded the files beforehand using the 'download only' option while logged in through the installer application.
or
Have the ISO, for which you need to be an instututional admin.
After that you can install with FIK and license file.
The reason is: file download requires you to be logged into MathWorks online somehow and just the FIK and license file don't give you that.
