I have a inverse system: G(s)= s^2 + 2s + 3. How to apply it to simulink model? (Because transfer function accepted if and only if order of numerator < order of denominator).

Your inverse system, G(s), is a non-causal model, and thus, no simulator cannot simulate it. A non-causal system requires future state information for inputs at time zero.
What exactly are you trying to do? Depending on your goals, we can figure out the best course of action!
