Why does INCLUDE_BORROW cause error -39 with specifed features?

I am using FLEXnet v11.6.1.0 and when I use INCLUDE_BORROW in my license file, everyone who tries to use the feature in that INCLUDE_BORROW line gets and error -39. Why is this and is there a way to use INCLUDE_BORROW?

This is bug with FLEXnet version 11.6.1.
Please update your license manager to the newest version. For more information, see this article:
