: convert (u_eastwards, v_northwards ) to (velocity , direction_angle)

A kind of "polar coordinate" is widely used in ocean studies with "theta" starting from northward, increasing clockwise.

This function convert

(u_eastwards, v_northwards)

to

(velocity , direction )

the "direction" is angle, 0-360, north is 0, clockwise.

PS: the prefix of "roms_" and the parameters of u_eastwards/v_northwards denotes that I created it for ROMS (Regional Ocean Modeling System, https://www.myroms.org)
