Import ground motion files to MATLAB and store data in a structure

This function imports all of the ground motion files with the specified extension (*.acc, *.txt, etc) from the specified folders and saves them in a structure called motions. It supports three formats of input files, NGA West 2 format, those with only acceleration columns, and those with one time and then one acceleration column.
