Prevent a signal from growing beyond a certain value.

Ever have a signal that represented an angle? Once the angle exceeded 360 degrees, it just kept on growing...even though it really only makes sense to see an angle between 0 and 360 degrees.
That was the basis for creating this block, but it's certainly not limited to angles.
