From my understanding, you are having trouble opening Simulink and from initial diagnosis this may be the result of a bad installation. To resolve the issue, you can try doing a fresh install of MATLAB and related products (refer here) and check for the presence of "mwlibmwsimulink_builtinimpl.dll" file in the path as shown in the error.

If that doesn't work you can navigate to this link and download the updated realease file.
