what is the different between image processing toolbox and computer vision toolbox?

The Image Processing Toolbox is generally lower level functions, like thresholding, morphology, connected components labeling, filtering, etc. It has all the basic functions.
The Computer Vision Toolbox has higher level functionality like tracking objects, face detection, etc. The Computer Vision Toolbox requires the Image Processing Toolbox to be installed.

Most of the paper I search, they used image processing toolbox to perform image processing and image classification rather than use computer vision. Is it any reason that image processing toolbox more suitable than computer vision toolbox?

Most research papers use their own new algorithms rather than an already-published algorithm like the Computer Vision Toolbox uses.
