If it does not work for you then either your MATLAB Central account is not associated with a license that is valid for R2021a or later, or else your instituation has restricted downloading MATLAB.

Assuming that you have a valid MATLAB license linked to your MathWorks account, you can go to the MathWorks Downloads page select the release you want to install on the left side.
