Clustering using segmented images RGB values

I segment my files according to the RGB values for each segmented area. But as it is estimated the same similar areas can be indexed different index. So the clustering result can be different? How can I cluster these values?(There are similar two images segmented as two part)
Sample: 1. image 1. (1. region RGB(245 255 253) 2. region. RGB(123 189 45)
2. image 1. (1. region RGB RGB(123 189 45) 2. region. RGB(245 255 253)
When I cluster the images according to the RGB values for two region, 1 first and the second image are clustered as different images, even if they are nearly the same. Please help me for solving this issue.

Hi, I find the solution to sort the RGB values from increasing or decreasing order.
