In the places that have the +/-, write one copy of the expression using the + and any other copy using - and multiply the two together. So that might look like
(s+0.03+0.0098i)(s+0.03-0.0098i)
and likewise for the other term.
Now expand out the multiplications, so that what you end up with is a polynomial on the numerator and and in the denominator. Write from highest degree to lowest, including the constant, and fill in 0 for any missing degree. Once you have the fully-specified numerator and denominator polynomials, read off the numerator coefficients in order and put the list in [] as the first parameter to tf, and the denominator coefficients as the second parameter.
