Why are my courses locked in the Online Training Suite?

I have purchased the Online Training Suite, but when I go to access my courses they are still locked. How do I access them?

In order to access your Online Training Suite, please ensure you have added the proper End User to your license. The Administrator alone on this license will not be able to access the courses, and an End User will still need to be set.
