How to define a constraint in MATLAB

Hello
I have a mathematical model and I want to define the limit and the objective function and solve it with nsga2 algorithm, but I don't know how to define the limit, for example, I have a limit that I will upload a photo of, if possible, get the code
Q'PMp't=Decision variable

You will not easily get someone to code for you. Best way to get help is to try something and if it does not work or you have problems, then ask here. What I would say is that if you have a summation to perform, you could run a for-loop for every value of n' and sum the values into a variable.
