How to change my MATLAB student license to an academic license?

I am currently pursuing a PhD and am working on a research project that involves developing a standalone desktop application for data analysis and visualization in the health sciences domain. For this purpose, I require the MATLAB Compiler to package my code into a standalone executable. At present, I am using a MATLAB Student License. However, given the nature of my work and its alignment with academic research, I would like to switch to an academic license through a new academic license purchase.

Unfortunately, there is no way to upgrade a Student license to an Academic license.
Academic licenses need to be purchased with university funds -- paid out of a university cost centre. (It is not important whether the cost centre is funded by regular continuing operations, or by operations or capital expenditures associated with a project.)
