why block data division in neural network is dividing the columns into blocks. I want it to divide the rows into blocks. please help. thanks in advance.

Columns are features. Rows are samples. Dividing by rows would be grouping samples, which is not going to assist you in constructing models of which parts of any given sample relate together.
