MCR 7.1 corresponds to MATLAB R14SP1

It is not possible to download versions of MCR that old; see http://www.mathworks.com/matlabcentral/answers/123327-where-can-i-download-mcr-7-3-associated-to-matlab-7-1#answer_130710

If, however, you have ever had a MATLAB Compiler license for any version from R14SP1 onward, then you can visit https://www.mathworks.com/downloads/select_release and on the right hand side download MATLAB R14SP1 Compiler Toolbox, and extract MCR 7.1 from that. This only applies if you have licensed the MATLAB Compiler yourself at some point, not if you obtained the .exe from someone else.
