bode plot, transfer function, the number of poles and zeroes

I'm doing bodeplot. Step function is 1, but my normalized output has points bigger than 1, can I still use bodeplot at this time? I get a couple of peaks when I increase poles. Also how to determine the number of poles and zeroes when doing bodeplot after I use tfest to estimate transfer function?
