Why do I receive License Manager Error -68?

I receive the error below when trying to start MATLAB:
License Manager Error -68: license borrow not enabled.

License Manager Error -68 indicates that the license borrowing feature is not enabled.
To resolve this issue:
1. Go to the folder where the network license manager is installed
C:\Program Files\MATLAB\R20***\etc\win64
2. Open "lmtools.exe"
3. Click on the "Borrow" tab
4. Choose the option "Do not borrow anymore today"
5. Start MATLAB again
NOTE:
This error can also occur when borrowing is attempted using a license that is not borrow enabled.
Be sure the license.dat on the license server has license borrowing enabled, and the client either has a SERVER USE_SERVER type license.dat file or the borrow enabled file from the license manager.
