why does the 'fattrib' do not impact any changes in the folder permissions in 'Windows' ?

I am using 'fattrib' to make my folder writable. When i type the command, i get the following. ------------------------------------------------------
Name: 'D:\TestFolder'
archive: 0
system: 0
hidden: 0
directory: 1
UserRead: 1
UserWrite: 1
UserExecute: 1
GroupRead: NaN
GroupWrite: NaN
GroupExecute: NaN
OtherRead: NaN
OtherWrite: NaN
OtherExecute: NaN
Which means that, my folder is now writable and the "Read-Only" attribute is removed/de-selected.
But, when i check in windows, i see this
The changes which i made in MATLAB is not reflected in Windows.

fileattrib('D:\TestFolder', '+w', '', 's')

i used the same command
fileattrib('D:\TestFolder', '+w', '', 's')
But still, the same response. There is no impact on Windows side.
