On the implementation of the SVD function

Hi, I was wondering if the build-in implementation of the SVD function has been speeded up via the implementation of the algorithm by Yuji Nakatsukasa and Nicholas J. Higham, "Stable and Efficient Spectral Divide and Conquer Algorithms for the Symmetric Eigenvalue Decomposition and the SVD".
