Using Matlab's App Designer is it possible to add a menu bar? In the past it was possible to add a menu bar using GUIDE.

Hi Garrett,
The Menu Editor and hence the menubar is currently not available in App Designer in MATLAB R2016a.

Is this still the case in Matlab R2019b?

Yes. Support for uimenu was added to App Desginer in 2017b.
