How to implement a V/Hz control transfer function in Simulink?

I would like to use V/Hz control for my asynchronous machine. What I know is that my transfer function should take as input the reference frequency and give as output the voltage VS. The V/hz should stay constant.

Using the VS I will calculate my Va and Vb.

My question is how to use the transfer function tool to get what I want?
