MATLAB setup opens copying win64 window and then Microsoft visual c++ installation and then stops

When I click on setup for matlab it opens a copying win64 to win64 window then opens a Microsoft visual c++ installation window and then closes, it doesn't continue to log in window that should open from what I've read in the installation guide
