This might have to do with the security policy of your network. Contact the IT/Network/Software administrator of your company/department.

The license administrator or technical contact for a licence have an option in the Mathworks account control facility to block software downloads by users, and your administrator must have done that.

Sometimes the reason for blocking downloads is to reduce internet traffic, with the administrator making the files available on a local server. This can be important for sites that pay traffic charges, and for sites that are often near the capacity of their link speed.
